T.Y.B.A. 9 & 10 YEAR OLD BASEBALL LEAGUE DIVISION RULES

NOTE: These rules take precedent over any other rules. Situations not specifically covered, refer to T.Y.B.A. Coach-Pitch rules.
Anything not covered there, refer to general baseball rules. Changes made by leagues are optional.

 The Field
 · Base Paths : 65 ft.
   - There will be a running lane beginning 30 foot from home plate and extending past first base that will be 3 foot to the right of first base line.
 · Pitching Rubber : 46 ft.
   - Height of mound : 6 inches above level of home plate

 Birth Date
· Cannot be 11 years old before January 1

 Time Limit
· League Play - 1 hour 30 minutes

 The Game
· A game will consist of 6 innings or time expires
· A legal line-up will consist of nine (9) players
   - A team must begin the game with nine(9) players. However, in case of injury or illness a team will be allowed to finish the game with eight (8) players. When the sick or injured player becomes the batter, an out will be accessed and the next batter in the batting order becomes the legal batter.
· An inning will consist of three (3) outs or a seven (7) run limit. On the play that the seventh run scores, all runs that score will be counted. Maximum runs in one inning could be 10 runs.
· Once an inning is started, that inning will be completed.
   - The next inning will start when the third out of the previous inning is made.
· A game will be considered complete after three (3) innings of play. However, effort should be made to complete the game if conditions permit.
· Runners leading off will not be allowed.
   - The runner must remain in contact with the base until the ball reaches the plate. Runners leaving early will result in a penalty (Runner is out). Stealing only allowed after the ball reaches the plate.
· No infield fly rule in effect.
· Bunting is allowed.
· Extra Hitter: Optional
   - When the EH (Extra Hitter) is used, the line-up will consist of ten (10) players. Only nine (9) players will play on defense. The EH may enter the game on defense at any time without notifying the umpire or scorekeeper. Exception: If any player replaces the pitcher on defense, the umpire and scorekeeper must be notified.
   - If one team chooses to use the EH, the opposing team will not be required to use EH, they may or may not at the coaches’ discretion.
· Any changes in the line-up after the line-up is turned into the line-up tent(tournament play) or the umpire (league play) will be a substitute.
· A defensive team will be allowed one (1) charged conference per inning.
   - The second charged conference will result in the pitcher being replaced for the remainder of the game.
   - However, the pitcher may remain in the line-up and assume another defensive position.
· Catchers must wear helmet with mask and throat protector (permanently attached), chest protector, shin guards, and protective cup.
· On deck batter must be on side behind batter (unless umpire designates otherwise).
· Any coach ejected from the game must leave the vicinity of the field for the remainder of the game. In addition, he will not be allowed to coach the teams next scheduled game, but he may sit in the stands as a spectator. If a coach is ejected after completion of a game, he will not be allowed to coach in the next two (2) games.
· A coach that has been ejected from games on two(2) different occasions in a season, must appeal to the league officials to continue to coach.
· INTERNATIONAL TIE BREAKER RULE : If the game is tied after six(6) innings, or time has expired, Starting with the top of the seventh inning or top of the inning after time expires and each inning thereafter , the offensive team shall begin its turn at bat with the player in the line-up prior to the lead -off batter in that half inning being placed on second base. The base runner can be substituted for in accordance with the substitution rules.
   - NOTE: If an incorrect runner in the line-up is placed on second base, this error should be corrected immediately. There is no penalty.

 Pitching Regulations
· A pitcher may pitch a maximum of six (6) innings in a one week period (7 days). A week will be defined as Monday through Sunday.
· Any infraction of the innings pitched rule will result in forfeiture of that game, and the coach will be suspended for two (2) games.
· In case of extra innings, a pitcher may pitch the seventh inning. Any pitches over six (6) innings requires 48 hours rest(2 calendar days).
· One (1) legal pitch will constitute an inning pitched.
· Any pitch over three (3) innings, a pitcher must have 24 hours rest(1 calendar day).
· One (1) courtesy runner per inning will be allowed for either the pitcher or catcher. The courtesy runner must be the last player put out by the defensive team.
· Intentional Walk
   - A team may elect to intentionally walk a batter with out having to pitch to the batter. Coach or Pitcher must notify the home plate umpire of their intentions.
· Coaches must report pitchers and innings pitched to league officials.
· Scorebooks/pitching sheets must be signed by opposing coach and/or plate umpire.
